14.9.2.6 OBJECTIVE: The
purpose of this rule is to establish minimum standards for the installation, alteration,
repair, addition to, and replacement of mechanical systems including equipment,
appliances, piping, fittings and appurtenances including ventilating, heating,
cooling, air conditioning, and refrigeration systems, incinerators, and other
energy related systems in New Mexico.

14.9.2.8 ADOPTION OF THE 2024 UNIFORM
MECHANICAL CODE:
A. This rule adopts by reference the 2024
UMC, as amended by this rule.
B. In this rule, each provision is
numbered to correspond with the numbering of the 2024 UMC.
C. This
rule shall apply in conjunction with the provisions of all applicable New
Mexico construction codes, laws and standards.

14.9.2.12 CHAPTER 4 VENTILATION AIR: See this chapter of the UMC except as provided below.
A. Section 402.1.2 Ventilation in Healthcare Facilities. Delete this section of the UMC and substitute with the following: Mechanical ventilation for healthcare facilities shall be designed and installed in accordance with this code, ASHRAE/ASHE 170 and as prescribed below. Medical gas storage rooms shall maintain a temperature of not greater than 125 degrees Fahrenheit. Transfer or manifold rooms shall maintain a temperature not greater than 125 degrees Fahrenheit and not less than 20 degrees Fahrenheit.
(1) Medical gas storage or transfilling.
(a) Medical gases with outdoor storage or installations for medical gases and cryogenic fluids shall be provided with ventilation in accordance with chapter 18.
(b) Each transfilling area shall be provided with ventilation in accordance with chapter 18.
(c) Manifold areas, indoor storage, storage or manifold buildings for cryogenic fluids and medical gases shall be provided with natural ventilation or mechanical ventilation in accordance with this section.
(d) For the purposes of ventilation, the volume of the fluid (gas and liquid) to be used in determining the ventilation requirements shall be the volume of the stored fluid when expanded to standard temperature and pressure (STP) of either the largest single vessel in the enclosed space or of the entire volume of the connected vessels that are on a common manifold in the enclosed space, whichever is larger.
(2) Natural ventilation for medical gas storage areas. Natural ventilation shall be permitted to be used provided the following conditions are met as listed below. If these conditions cannot be achieved, mechanical ventilation shall be provided.
(a) Two openings shall be provided: one opening commencing within 12 inches of the top of the enclosure, and one opening commencing within 12 inches of the floor of the enclosure.
(b) The openings shall be designed and located to provide cross ventilation.
(c) The openings for natural ventilation shall be directly to the outside atmosphere without the installation of ductwork.
(d) Discharge from natural ventilation shall be a minimum distance in accordance with chapter 18.
(3) Mechanical ventilation for medical gas storage areas. Mechanical exhaust shall run continuously and be designed to maintain a negative pressure within the enclosure, unless an alternative design is first approved by the AHJ.
(a) Mechanical exhaust shall be at a rate of 1 L/sec of airflow for each 300L (1 cfm per five cubic feet of fluid) designed to be stored in the space and not less than 24 L/sec (50 cfm) and not more than 235 L/sec (500 cfm).
(b) Mechanical exhaust inlets shall draw air from 12 inches within the floor and be adjacent to the cylinders or containers and the inlet shall be unobstructed.
(c) Mechanical exhaust air fans shall be supplied with electrical power from the essential electrical power system.
(d) A dedicated exhaust system shall be required if the system connects to spaces that contain combustible or flammable materials and shall be constructed of noncombustible material. (e) Means for make up air shall be provided in accordance with one of the
following:
(i) Transfer air through noncombustible ductwork from inside or outside
spaces of the building provided none of the spaces contain combustible or flammable materials,
(ii) Transfer air may be drawn from a corridor under the door up to the greater 24L/sec (50 cfm) or 15 percent of the room exhaust as prescribed in chapter 18, or
(iii) Supply air may be permitted from any building ventilation system provided the system does not contain flammable or combustible vapors.
(f) Discharge from mechanical ventilation shall be a minimum distance in accordance with chapter 18.
(4) Waste anesthetic gas systems. Removal of excess anesthetic gas from the anesthesia circuit shall be in accordance with one of the following:
(a) Semi-active system. A dedicated exhaust system including an exhaust fan shall be provided to interconnect all the anesthesia gas circuits and shall provide sufficient airflow and negative pressure in the gas disposal tubing to prevent cross contamination within the circuits connected to the system; or
(b) Passive system. Anesthetic exhaust snorkels shall be provided with a dedicated exhaust system with an exhaust fan. The system shall be designed to provide sufficient airflow to capture the gases, vapors, and particles that may be expelled from gas disposal tubing. A one-inch diameter tubing from the snorkel shall be connected to the exhaust system. All exhausted air shall terminate and exhaust to the atmosphere. Any excess anesthetic gases shall be deposited into the exhaust system through a grille or further downstream in the exhaust duct.
(5) Medical plume (surgical smoke) evacuation and filtration. All medical plumes generated using energy devices during medical and surgical procedures shall be captured as close as practical to the point of generation by one of the following methods (or a combination):
(a) Ventilation by a dedicated exhaust system in accordance with the following: Be located outdoors, at least 25ft. from any windows, doors, air intakes, or any openings to buildings or places of public assembly, at an elevation different from air intakes, and shall prevent diversion of exhaust into occupied areas due to prevailing winds, adjacent buildings, topography or other possible influences; or
(b) Connection to exhaust or return duct after air cleaning though an ultra-low particulate air filter and gas phase filtration; or
(c) Point of use surgical smoke evacuator with ultra-low particulate air filter and gas phase filtration for air cleaning and return to the space; or
(d) Medical-surgical vacuum system with an in-line filter with an ultra-low particulate air filter and gas filtration for small amounts of plume in accordance with 14.8.4 NMAC.
(e) Evacuation exhausts from medical plumes shall be permitted to be shared with waste gas exhausts in accordance with this section.
B. Section 405.3 Bathroom Exhaust. See this section of the UMC except add the following:
Exception: Residential occupancies with an operable window located in the same room.
C. Section
405.4 Kitchen Exhaust. Delete
this section of the UMC and substitute with the following: A mechanical exhaust
system that discharges directly to the outdoors shall be provided in each
kitchen that is not provided with a dedicated exhaust for each domestic cooktop.
The exhaust duct shall be rigid with smooth interior and be installed in the
kitchen area within eight feet of the appliance. The fan shall run intermittently
(on demand) or continuously. A readily
accessible manual control designed to be operated as needed or an automatic
control shall be provided for intermittent operations.

following sentence: Where flexible connectors are used to connect a gas meter
