14.8.2.6                OBJECTIVE: The purpose of this rule is to establish minimum standards for the installation, alteration, repair, relocation, replacement, addition to, use, or maintenance of all plumbing, as defined in Section 60-12-32 NMSA 1978, in New Mexico.

14.8.2.8                ADOPTION OF THE 2024 UNIFORM PLUMBING CODE:

               A.           This rule adopts by reference the 2024 UPC and all appendices, as amended by this rule.

               B.           In this rule, each provision is numbered to correspond with the numbering of the 2024 UPC.

            C.         This rule shall apply in conjunction with the provisions of all applicable New Mexico construction codes, laws and standards.

               C.           Section 507.5 Drainage Pan.  Delete this section of the UPC and substitute with the following:  Where a water heater is located in an attic, in or on an attic assembly, floor-ceiling assembly, floor-subfloor assembly or where structural damage may result from a leaking water heater, a watertight pan of corrosion resistant material shall be installed beneath the water heater in accordance with the following: (1) The drainage pan shall be provided with not less than ¾ of an inch (20mm) diameter drain to an approved location.  The terminating end of the drainpipe shall be readily visible.  (2) The drainage pan shall be not less than 1-1/2 inches (38mm) in depth.  (3) Discharge from a relief valve into a drainage pan shall be prohibited.

               D.           Section 508.3 Appliances on roofs.  See this section of the UPC except as provided below.  Section 508.3.1 Access.  See this section of the UPC and add the following to the end of the section: Exception: Buildings designated as R-3 occupancies.  

               E.           Section 510.1 Additional Requirements to Single Appliance Vent.  See this section of the UPC except as provided below.  Section 510.1.10 Chimney and vent locations.  See this section of the UPC except delete the following language: Where vents extend outdoors above the roof more than 5 feet (1524mm) higher than required by table 509.6.1, and where vents terminate in accordance with section 509.6.1(1)(b), the outdoor portion of the vent shall be enclosed as required by this paragraph for vents not considered to be exposed to the outdoors, or such venting system shall be engineered.

14.8.2.15              CHAPTER 6 WATER SUPPLY AND DISTRIBUTION: See this chapter of the UPC except as provided below.

               A.           Section 608.2 Excessive Water Pressure.  See this section of the UPC except delete the last sentence of the section and substitute with the following: When first approved by the AHJ, systems designed by a licensed plumbing contractor or registered design professional shall be permitted to use approved pressure relief valves in lieu of expansion tanks provided such relief valves have a maximum pressure relief set of 100psi (689kPa) or less.

14.8.2.16              CHAPTER 7 SANITARY DRAINAGE PART I - DRAINAGE SYSTEMS: See this chapter of the UPC except as provided below.

               A.           Section 704.0 Fixture connections (drainage).  See this section of the UPC except as provided below.  Section 704.3 Commercial Sinks.  Delete this section of the UPC and substitute with the following: Pot sinks, scullery sinks, dishwashing sinks, silverware sinks, commercial dishwashing machines, silverware washing machines, and other similar fixtures shall not be connected directly to the drainage system.  Such equipment or fixtures shall be drained by means of indirect waste pipes.  Food waste disposal units shall be connected directly to the drainage system.  A floor drain shall be provided adjacent to the disposal unit, and the disposal unit shall be connected on the sewer side of the floor drain trap, and there shall be no other drainage line connected between the floor drain waste connection and the disposal unit drain.  The floor drain shall be trapped and vented as required in this code.

               B.           Section 712.1 Media.  See this section of the UPC except add the following text to the end.  When testing during weather conditions that could result in damage to piping, adequate provisions shall be made to protect such piping from freezing.

               A.           Section 1204.2 Gas Supplier.  Delete this section of the UPC and substitute with the following: A copy of certificate of such final piping inspection may be provided to the serving gas supplier supplying gas to the premises.

               B.           Section 1208.5.2.3 Copper and Copper Alloy Pipe.  Delete this section of the UPC and substitute with the following: Copper and copper alloy pipe shall not be used on natural gas piping systems.  Copper and copper alloy piping systems used in accordance with 19.15.40 NMAC shall be labeled “LP GAS PIPING SYSTEM” on yellow background with black lettering and shall be no less than ½” high lettering and shall be affixed at intervals of 5ft. 

               C.           Section 1208.5.3.3 Copper and Copper Alloy Tubing.  Delete this section of the UPC and substitute with the following: Copper and copper alloy pipe shall not be used on natural gas piping systems.  Copper and copper alloy piping systems used in accordance with 19.15.40 NMAC shall be labeled “LP GAS PIPING SYSTEM” on yellow background with black lettering and shall be no less than ½” high lettering and shall be affixed at intervals of 5ft. 

               D.           Section 1208.6 Gas Meters.  See this section of the UPC except as provided below.  Section 1208.6.2 Supports.  See this section of the UPC except delete the following sentence: Where flexible connectors are used to connect a gas meter to downstream piping at mobile homes in mobile home parks, the meter shall be supported by a post or bracket placed in a firm footing or by other means providing equivalent support.

               E.           Section 1208.15 Pressure Regulator and Pressure Control Venting.  See this section of the UPC except delete subsection (5) and substitute with the following: Vents shall terminate not less than 3 feet (914 mm) from a possible source of ignition, make up air intake, or building intake.

               F.            Section 1210.9.3 Emergency shutoff valves.  See this section of the UPC except delete the last sentence and replace with the following: For purposes of isolation and safety, an additional approved gas shut off valve shall be installed downstream of the serving supplier gas meter prior to any distribution of gas into the gas piping system.

               H.           Section 1212.0 Appliance and Equipment Connections to Building Piping.  See this section of the UPC except as provided below.

                              (1)          Section 1212.1 Connecting appliances and equipment.  See this section of the UPC except delete subsection (4) and substitute with the following: A connector for outdoor gas appliances in accordance with ANSI Z21.75/CSA 6.27.  Only one connector shall be used per appliance.

               I.            1213.3 Test pressure.  See this section of the UPC except add the following exception to the end of the section: Exception: An existing gas piping system may be tested at a test pressure of no less than 3psi with a 5psi incremental gauge and shall be held for a length of time satisfactory to the AHJ, but in no case less than 15 minutes with no perceptible drop in pressure.
