NOTICE OF
PUBLIC HEARING
The Health Care Authority
(HCA) is required by Federal Law to file a Model Plan that describes how HCA
will administer the State’s Low Income Home Energy Assistance Program
(LIHEAP). The Model Plan must be
submitted every year to the United States Department of Health and Human
Services (DHHS), Administration for Children and Families (ACF). The Department is required to offer a 30-day
comment period and conduct a public hearing for the LIHEAP Model Plan that
includes Weatherization prior to submittal.
The HCA proposes the New
Mexico LIHEAP Model Plan covering the period of October 1, 2025, to September
30, 2026. All comments received will be
considered for the New Mexico LIHEAP Model Plan.
The
proposed Model Plan is available on and can be printed from the HCA’s website
at: https://www.hca.nm.gov/wp-content/uploads/LIHEAP-DRAFT-FFY2026-State-Plan.pdf.
A
copy of the proposed LIHEAP Model Plan is available in written format upon
request. Please call the Income Support

A public hearing to receive
testimony on this proposed plan will be held on September 2, 2025, from 9:00
a.m. to 10:00 a.m. The hearing will be
held at 39-B Plaza La Prensa, Santa Fe, NM 87507.
Written comments will be accepted
from July 29, 2025 through August 29, 2025 and will be
posted to the HCA website within 3 days of receipt.
